The first part, at least, is Italian: "Quando amate che qualcuno" = "When you [second person plural] love [it] that someone [does or says something]..." So are the last few words: "ha danneggia la maggior parte dei ultimi..." = "has damaged a majority [or "most"] of the latest [things of some kind; a plural noun]..." It's the part in the middle that's the problem: "cant di u lo" isn't Italian, at least not recognizably so. I've tried to sound it out phonetically, with no success to speak of.
