As kbacchi says we all know what they mean. I think you need to trim off some of the Italian!!

Explanation:
Ok, "Carrying capacity" sounds OK but that's translates as "capacita' di trasporto" and if you want to refer the transport of water that's fine. Maybe you should try the literal translation, "bed containment capacity," or "maximum flow capacity." Just a few ideas. We both know what they're talking about. It's just a little whack putting into English. Maybe you should try a "flood" web-site, Boh?
