Italian term or phrase: disarmo e riarmo

In a translation of various strings from a port management programme, one reads: "Numero di domande di **disarmo** e **riarmo** presentate". In the armed forces, it would I suppose be "decommissioning" and "recommissioning", but I can't find any reliable references to the same terms being used in the merchant sector and these are strictly cargo ships. Can anyone help? Thanks, Sarah.
