Anyway, according to McGraw Hill-Zanichelli:
plummet (ing.): pescante di rotametro: a loose-fitting metal plug in a tapered rotameter which moves upward (or downward) with an increase (or decrease) in fluid flow rate upward through the tube. AKA float.

The lack of context is severe I'm afraid, but here's one possibility: a "lift pipe" is the inlet line on a pump, i.e the line that sucks liquid from a tank or similar.
