Italian term or phrase: apparivano al di sotto di . .
". . . la qualità del servizio reso, molto più bassa degli standard internazionali che, peraltro, apparivano al di sotto di quelli raggiunti da IT"

My version:
"the quality of service rendered, which was, however, much lower than international standards, but yet which appeared lower than IT's standards." Is that right? My question is: Did international standards appear lower than IT's, even though they are supposedly higher than IT's? This doesn't make sense.

But then "Che apparivano al di sotto di quelli raggiunti da IT?" IT's standards were below international standards, which were below IT's?
