Explanation:
Ich kenne "lotto/lotti" im Zusammenhang mit Bauverträgen.
Hier wird "lotto" im allgemeinen mit "Gewerk", "Liefer- und Leistungsumfang" bzw., je nach Kontext (bei Vergabe von Teilumfängen) mit "Teilgewerk" und, eben, "Teilumfang" oder auch "Teilleistungen" übersetzt.
"Gewerk" paßt hier natürlich nicht, aber das andere findet sich allgemein in Liefer- und Leistungsverträgen aller Art.

Diesen Verträgen geht natürlich die Ausschreibung bzw. Vergabe voraus :-)
In diesem Fall könnte man mit \"ausgeschriebene (Leistungs)umfänge\" oder sogar \"ausgeschriebene Länderumfänge\" übersetzen (hört sich zwar ein wenig \"komisch\" an, das ist aber bei solchen Texten normal :- ) )
