was steht genau in diesem Satz (ich muss mich unbedingt vergewissern, dass ich ihn richtig verstehe):

Il Tribunale cantonale amministrativo visto il ricorso di cui a retro ne ordina l'intimazione alle parti X, Y, Z e, in applicazione dell'art. 49 della Legge di procedura per le cause amministrative, assegna a Y, Z un termine sino a ..... per la presentazione della risposta e invita Z a trasmettere l'incarto completo.
