In Japan, a pure holding company(only holding subsidiaries'stocks) was prohibited. However, several years ago, a holding company was allowed to establish.
For example, Mizuho Holding co. has been established after merger among IBJ, Fuji bank and Daiichi Kangyo bank).Mizuho holding co. owns Mizuho bank and Mizuho corporate bank.
