...'as a rule' will hold open meetings... Explanation: Your deliberative body in question will, 'as a rule', hold open meetings. I agree with the body of Kokuritsu-san’s explanation, but unfortunately, his (her?) offered translation leaves out an important element. It’s important to convey the *implication* that the “open meeting” rule can, at times, be suspended.
