...'as a rule' will hold open meetings...
Explanation:
Your deliberative body in question will, 'as a rule', hold open meetings.

I agree with the body of Kokuritsu-san’s explanation, but unfortunately,
his (her?) offered translation leaves out an important element. It’s important to convey the *implication* that the “open meeting” rule can, at times, be suspended. Below is one explanation of the principle, including a proviso for when such meetings are to be closed to the public.

3.会議の公開
会議は、原則として公開する。

4.5(略)

6.公開または非公開の決定
会議の公開または非公開は審議会の長が当該会議に諮って行う。審議会等は、会議を公開しない 事を決定したときは、その理由を明らかにしなければならない。

Glad if I could help (and in view
of your added info., key "ring" sounds
more plausible than my "link" guess).
Thanks, Joe

to be held openly

Explanation:
To be open to the public in principle
To be held openly en principe
e.g. Deliberations of the council shall be held openly in principle.

There’re many different ways to convey the meaning of
the given phrase. Some examples as follows will hopefully
help you compose a passage you want:

原則=en principe, in principle, as a rule
公開=(verbal phrase) to be open to the public, to be held openly
公開審議=(noun phrase) open deliberation(s)

Hope it helps.

-> Thank you, Can. I wasn't 100% satisfied with my "as a rule" phrasing either--normally, too loose a wording for legal code. But I couldn't come up with a more succinct way to convey that there can be exceptions to the rule, as implied by 原則.
