高校大学を卒業する

English translation: high school and university

Dear ProZ members, I have a doubt regarding a detail in the following sentence.

The speaker is talking about a village from a cartoon that has particular traditions.

男は高校大学を卒業すると空自に
(The boys join Air Self-Defense Force after graduating from high school and university.)

Does this mean that they join ASDF after completing high school AND university or that they join it after graduating from either high school OR "high school + university"?

I think it could be interpreted both ways, but when I asked a native speaker, their first instinct was to say "and".
