I have to confess, it's not really that phrase that I don't understand, but the entire sentence:

CallManagerの設定におけるクラスタの定義はDNS障害によるインパクトを回避するため、ホスト名ではなくIPアドレスを使用する。

I can translate each word in that sentence, but I can't construct a sentence that makes sense in English....

agree  Mayumi Koide: Kurt's understanding is correct. This must be an instruction manual. "should be" may be too strong, but "use" is mild bus still an imperative way. It the author meant to say "uses," he would write 使用しています in this case.

disagree  Kurt Hammond: It is possible to use either host name or IP address. 使用する actually means more like "should be used" in this instance. In Japanese, を使用するdoes not mean "uses" (that would be を使用しています。)
