I saw some translations for 仕切る in ALC, but I am not completely sure what they mean in this context. Do they mean that the perpetrator of the harassment tries to do everything himself/herself, including things that are supposed to be the jobs of others? Or is there some other meaning I am not grasping? Thanks.
