Japanese term or phrase: 一定以上の時間経過をしているもの
Basically, a company was having a quality problem.
The company implemented a countermeasure to fix the problem.
市場不具合発生状況:
対策仕様の立ち上がりからの層発生率:0.02%
製造月別の大きなワランティ変動はなく、一定以上の時間経過をしているものは0.04%前後で推移している。
Below the context is a graph showing the problem occurrence rate month by month since the countermeasure was implemented.

What does 一定以上の時間経過をしているもの mean?
Thanks.

English translation:products with a certain number of months since their date of manufacture
Explanation:
I feel my English above is awkward, but this is basically what it means. I think this is referring to a bath tub curve (of failure rate). After a infant failure period (when the failure rate is high) the failure rate is stable at about 0.04%. (It is clear to me if the failure rate is the same thing as the warranty claim rate here.)

もの is certainly products, whatever they are. 経過をしている 時間 is the amount of time elapsed since the date of manufacture.

Sorry, I means it is NOT clear to me if failure rate = warranty claim rate. I guess they are. (Or at least the number of claims is the only data the manufacture has.)
