Japanese term or phrase: 外部取材
Dear ProZ members,

could you help me to understand what the topic phrase means?

In a cartoon, a girl graduates from high school and decides to join the JSDF as a soldier. Thus, she is asked to deliver the 外部取材の申請書 to a squad leader.

I suppose it means something like "application paper for external interview", but why is it "external"? Is this some fixed expression? Could it mean that the person who takes the interview has no kind of relationship with the institution/society that is reviewing him?
