Japanese term or phrase: (自)(至) [abbreviations used together]
The document is a summary of some roads in Kyushu.

Road Name (CCC道路)
(自) Town name 1 (XX市YY町)
(至) Town name 2 (ZZ市AA町)
The town names & abbreviations are in the same cell of a table. To the right of the town names are other cells containing various data about the road, (only one set of data applying to both Town Name 1 and Town Name 2).

There are about 3 sets of information that follow this format.

I found another similar example on the Internet. In this PDF file, (自) and (至) are used in a similar fashion, on pg. 3.

What do (自) and (至) mean when used like this?
