English translation:Large-scale retail store (or establishment) regulation law
Explanation:
Literally, it means "large-scale retail store location law". This law is established to protect small Mom & Pop stores from large businesses.

Neither translation may not be the official English translation of the law, but it will be understood.

Good luck

Thanks for promptness, but the "literal" translation proposed is the official one and it would have been nice to know that. Also the law is not exactly as described. But quick answer was helpful.
