Japanese to English translations [PRO] / if you can read this your vision is okay
I have searched two dictionaries and come up with nothing. Google offers many examples of varying reliability. In most case the term appears in the context of information collection and matching. This would suggest terms such as verification, reconciliation, negotiation.
Without context I can be of no greater help.

There are: 政策提携 (policy cooperation) 政策連合 (policy alliance).
Hence, my inference.
Since there are a number of other words with a similar meaning, I do not see if this one had to be used.
