This one depends on context, "midara na" can simply mean "impolite" or "improper", but almost all of the hits I got for it at Yahoo Japan referred to sexual contact between older men and underaged girls.

agree  Lisa Boyle: not necessarily between older men and underaged girls, just indecent sexual contact/behavior, I believe.

"Behavior" is the usual term for offences of this sort
(N.B. British spelling is "behaviour")
