Latin term or phrase: voir phrase ci-dessous

Etant donné que mon altin est très approximatif et lointain(plus de 35 ans ....)j'aureais besoin d'aide pour la phrase suivante (diplôme d'université). J'ai compris mais il me faudrait un peu plus d'exactitude. Merci d'avance. Voilà la phrase en question:
"In Publicis Comitiis (date) celebratis plenum ac perfectum Baccalaureatus in Scientiis una cum Arte Ingeniaria gradum capessivisse, praestitis prius omnibus officiis exercitiisque per leges ac consuetudines Academiae requisitis"
