keeping (creating) a file record Explanation: Essentially, it means that some data is put into a database, possibly a paper-based one. I would assume that the authors of the legal document avoid using the scary word "database" and instead use "kartoteka" just because of the data protection laws as well as the recent years' general public awareness of what sometimes happens to database data. Also, the expression is put vaguely in brackets at the end of the sentence: how could the reader know what it really applies to? Thus: you can translate "euphemism for euphemism", my version "keeping (creating) a file record", or create your own. Example sentence(s):
