O geros muzikos paklausyti geriau eiti i koncerta.

This is said by someone who has just said he dislikes opera.
What is confusing me is the word order – if he had said, “O paklausyti geros muzikos geriau eiti i koncerta.” I’d take it as meaning “In order to listen to good music it’s better to go to a concert.”
So does the different word order change the meaning, please?
