I am a little unsure about the way these three words are strung together.
My assumption is that it's referring to a call-off order for project design work to be commenced but I am keen to hear from others who might be more familiar with this kind of arrangement.

Context:

Avtalt leverings‐/framdriftsplan for XXs leveranse forutsetter at oppdragsgiver leverer teknisk underlag (tegninger, el-tegninger, beskrivelser, brann- og lydrapport etc.) ved avrop oppstart prosjektering, eller i samsvar med avtalt fremdriftsplan for oppstart prosjektering i ordrebekreftelsen.

Later:
Kunden avroper oppstart prosjektering skriftlig via e-post til selgeren. Ved avrop prosjektering er det krav at arbeidstegningene fra kunden er ferdig.
