  -> I think you do not understand the Norwegian school system's nomenclature for how language studies are distinguished. In this context, A, B or C er very specific terms for which language you study: primary, secondary or terciary. No more, no less.

"under felles almenne fag" I'd translate with "as part of the required core subjects"

I'm sorry but the chosen answer is incorrect. I actually did finish my secondary education in Norway, and so did my 4 younger brithers and sister (who left secondary school between 1990 and 2004). I started studying my second language, German, in grade 8 and thus have German as a my B-language. One of my brothers opted out of German in Grade 8 and 9 and only started learning his second language in grade 10 and thus has German as his C-language in his diploma, even if both of us studied it as our second foreign language.
