kvittera

English translation: give a receipt

Medical
Norwegian term or phrase: kvittera
"For å ha rett til å kvittere må: - lege/psykolog ha rett til refusjon"?
To be entitled to sign/issue a receipt: - the doctor/psychologist must have the right to reimbursement?

It's really "kvittere" in the context of the whole rather than as an individual word I need.

Explanation:
Of the options you've come up with already, I'd go with "issue a receipt" because "kvittere" basically means "give a receipt".

Good luck!
