Norwegian term or phrase: feriepengegrunnlaget
Medarbeidere som ikke har full opptjening har rett til full ferie, men har kun feriepenger tilsvarende antall "opptjente dager". Feriepengegrunnlaget finner du på lønnsslippen for desember. Feriepengene er 12 % av feriepengegrunnlaget.

I am a bit confused as to this terms means basic holiday pay or conditions of holiday pay...

Explanation:
In Norway, employers are required by law to deduct some 10% of your salary to set aside as payment for your mandatory vacation, and "feriepengegrunnlaget" would then be the amount of your salary earned by a certain given day that should be used to calculate the 10% vacation pay from.
This has no counterpart in English, I believe, so an explanation of the matter might be called for.
