I think that the use of personnel here is justified, and does not just mean office staff, i.e. in admin.

After further research- 'personnel' does appear in universities also. It seems to be a more general and wider term, of which 'staff' is a sub group , see here-

In the US for example, personnel is the general term, which is then further divided into 3 subgroups- 1. administrators.2. faculty.3. staff.

therefore it is not incorrect to translate kadra as personnel (it does in fact appear in the PWN dictionary as a translation), although when it comes to specific training, then you might want to narrow it down to -e.g. academic staff training and development.
Note- The word 'Staff' can also be used for other types of employees such as 'catering staff', and not just lecturers.

"University" to najczęstszy rodzaj wyższej uczelni. Jaka to różnica, czy w pytaniu chodzi o uniwersytet, akademię, politechnikę, czy inną szkołę wyższą?
