I think the slash (/) means "or". Thus:
"Number of samples: 10, or 16."
I do not think it means "10 to 16". (I.e. 10, 11, 12, 13, 14, 15, or 16.)
However, I cannot find a definite answer in the context.

agree  Frank Szmulowicz, Ph. D.: Usually, we say "10 of 16," as in 10th page in a document containing 16 pages, numbered 1/16, 2/16, ...,16/16. In essence, this does not need to be translated, but here it is the 10th of the set of 16
