W tym przypadku na podstawie kontekstu: ... napisanym po polsku. Widuję taki zapis od czasu do czasu.
Zdziwiłbym się, gdyby to znaczyło 1/8 % (= jedna ósma procentu).
Zresztą dziwne, że naukowiec używa tego symbolu w takim znaczeniu.
