Just came across the following translation by the Polish News Bulletin (PNB):

"BUILDING SOCIETIES a Rescue for the Budget
On last Tuesday's press conference in Warsaw, Andreas Zehnder,
general director of the European Association of Saving and
Building Societies (this organisation, located in Brussels, has
78 members in 17 countries), presented a long list of benefits
of a new building saving scheme. Among others were re-vitalising
the Polish housing market, pumping up GDP, growing employment
and households' incomes, and - as a result - higher budget
revenues. The conference was organised a day before another
government discussion over how to rescue the collapsing budget.
And it's the state finance that lead the government to say no to
the societies; the worry that the incentive premiums would be
too much for the budget to bear. On the contrary, argues Tomasz
Kaczor of the Gdansk Institute for Market Economics (IbnGR), the
investments would only last up to seven years; then the revenues
on taxes and benefits of the vivid building industry would be
