nie wiem, czy wszędzie na świecie dzieli się dotacje na przedmiotowe, podmiotowe i celowe jak w Polsce :), ale przy tłumaczeniach budżetu przyjęło się jakoś 'earmarked subsidies' to dotacje przedmiotowe, a 'specific grants' to dotacje celowe.

Podaję link do słownika samorządowego, gdzie możesz znaleźć (dość ogólne) definicje.

Słusznie Pidzej zauważył, że napisałam przedmiotowe o earmarked, a miało być oczywiście PODMIOTOWE.

W ogóle, to nie jest takie proste: w grę wchodzą jeszcze dotacje celowe oprócz przedmiotowych, a podmiotowe i tak są związane z konkretnymi celami (\"na realizację zadań, o których mowa\") Ustawodawca zawikłał, a my musimy jakoś z tego wybrnąć z godnością :))
