Explanation:
It all depends on the country. Having spoken to an Irish barrister I can say that in Ireland you would issue divorce proceedings. Petition is not acceptable in the Irish context.
In fact you do not even issue the proceedings as this just a general term for the whole action. The first document you file in court is the Family Law Civil Bill issued under THE FAMILY LAW (DIVORCE) ACT 1996 which should be accompanied by "The Indorsement of Claim". So in general terms "wytoczyć powództwo o rozwód" you can translate as "issue divorce proceedings" but if you want to name the actual document, i.e. "pozew o rozwód", you would rather call it "Family Law Civil Bill (Divorce)".
