Asker: The text is about airport construction. I dont think crawlspace is a good idea in airports.

Asker: On second thought, they are unavoidable. Looking up the other answer (baffle) I came up with "construction or device which reduces the strength of ..." which sounds like a ventilation area or something resembling a crawl space"
