neutral  Jennifer Byers: I don't understand what "action lines" has to do with this - I believe it's talking about the basic structure or driving/founding principles behind something, not any kind of action.

suggestion - I realize that a more literal translation would be 'structural core', but I think it needs turning around in this case.

I actually like 'backbone', as in your example above, but it didn't seem fair to put it as a suggestion for points! So my first choice would be backbone, and my second would be core structure, which pretty much covers it.
