Sem conhecer a estrutura hierárquica da instituição de ensino, não podemos deduzir que o responsável é o diretor, o secretário, ou seja lá quem for. Isso simplesmente não está no original! O original diz simplesmente "responsável".

Quando à tradução de visto, postei uma referência com informações adicionais. O termo visto é um tanto vago, e qualquer tradução, para ser exata, exigiria uma consulta ao cliente ou à instituição de ensino.

Ao meu ver, a única forma de saber qual é a tradução correta seria consultar a instituição que emitiu o tal visto.

Traduções possíveis: stamp of approval, seal of approval, signature, etc.
