I'm not really sure what 'vaga' actually means in this context.

Sem mais contexto, a única hipótese que que me ocorre é "4ª vaga" no sentido de "4ª fase/ronda/ocasião".

Tradução da frase toda : "Due to internal restructuring it was only made the 4th quarterly round/phase/stage of internal audit."
