In a list of situations in which the awarding of the tender would be forfeited:

A adjudicacão caduca nomeadamente se:

a) Por facto que lhe seja imputável, o adjudicatário não comparecer no dia, hora, e local fixados para a outorga de contrato, seguindo-se quanto ao mais o regime previsto no artigo 105, nos. 1, 2 e 5 do Código dos Contratos Públicos.


All of the examples of this phrase that I could find on the Internet seem to appear in similar phrases, all of which appear to be in legal documents. I wondered if 'quanto ao mais' could mean something along the lines of 'as closely as possible', or 'strictly':
'following the system set forth in article 105... as closely as possible'
'strictly following the system set forth in article 105...'

Any help would be most appreciated.

quanto ao mais just means this - as much as possible, as closely as possible , as far as possible. The choice of term depends mainly on the formality of the document, your idea is correct. In so far as possible... who pays the piper pays the tune, I'd ask your client which phrase s/he would prefer. Afdter all they should know there is more than just one right answer

Thank you Edgar, I almost went with your answer but felt the other meaning fitted the context better. It is good to know the phrase can also mean this though.
