The Portuguese is somewhat labored, so feel free to adapt the English as you see fit, maybe along the lines of "...Any discussion of European safety and security must begin by taking into consideration the fact..." The Europe security must be seen upon the fact(s)..... Explanation: It is really difficult to literally translate this sort of sentence, because English Grammar "doesn´t know " - Tomando como ponto de partida-it is viewed as "upon...something..."
