I think you are right in saying that "the author means that people tend to believe things that are written" because of "legitimada pelas falas de especialistas".
But I don't think that is directly related to "efeitos de verdade".
the actual consequences [of what is mentioned in the previous sentence, I presume] appear to contribute to, etc.
I think this is what i'd do.
This seems to me to be what that badly formed sentence says.
[actual: existing in reality (as you probably know)]

I found the answer to this question elsewhere.
It seems that this word is used to refer to a phenomena by which it is believed that if a statement is repeated many times, people tend to perceive it as true. This concept is used in advertising.
It was really pretty simple, but the original sentence was badly written. Thank you all for taking the time to help me. for more info, check the article at:
