This is probably an archaic job role. Found in a notarized real estate deed (Brazilian Portuguese). Here's the context:

"Aos Escreventes Auxiliares incumbe executar os serviços de expediente e, além de outras que lhes forem cometidas, exercer as funções de protocolista, rasista, arquivista, almoxarife e datilógrafo."

You were on the right track with the number of words. In this case (old days) it seems documents were charged per actual number of lines.
