As you'll see from the web sites below, in a typical reverse-osmosis system the filters are located in housings, and the entire filter-plus-housing assembly is referred to as the "filter cartridge." In this context the Portuguese "vela" is being used in the same way as in "velas de ignicao" ("spark plugs"), where "plugs" is approx. equivalent to "cartridges." -- Hence, "agua da lavagem dos filtros de velas da osmose inversa" would be "water used to wash [or " rinse"] reverse-osmosis filter cartridges," or, phrased a little more clearly, "water used to wash [or " rinse"] the filter cartridges in a reverse-osmosis (water pre-treatment) system." -- Hope this helps!
