O preâmbulo do pacto social indica que «a sociedade originariamente constituída em Itália, ao abrigo do direito italiano, decidiu transferir a sua sede para a Hungria e exercer a sua actividade nos termos do direito húngaro». Segundo o pacto social, liberaram metade do capital social requerido, de acordo com a legislação húngara, e transferiram‑no, em 14 de Dezembro de 2006, para a conta aberta em nome da VALE Építési na Hungria. O pacto social situa a sede social no mesmo endereço em Budapeste.
