English translation:Madredeus: the Tagus, this spell/holds by a thread
Explanation:
Sobra "River".
"Encanto" is a toughie, and I'm not satisfied with "spell", but I think it's an improvement on "gracefulness", because what we're really talking about here is the effect of the scene on the songwriter, no?

Thanks to everybody. Yes, it's a Madredeus song, which I'm translating as a favour.

Madredeus: the Tagus River

Explanation:
And this gracefulness
Holds by a thread

The previous answers fail to recognize that Madredeus is a typical neighborhood of Lisbon, so it should not be translated. It also gives name to the famous Portuguese band with the same name. The Tagus, of course, is the river that meets the ocean in Lisbon.
