Portuguese term or phrase: ambiguous reference?
"Desde que assumiu, X vem reestruturando a economia de acordo com os
interesses do grande capital, em especial internacional, nos moldes neoliberais. Aplica
com empenho os ditames do Consenso de Washington. Como já observam juristas
renomados, as linhas gerais da Constituição de 1988 foram revogadas para adaptá-la
às reformas econômicas ditadas ***pelo capital financeiro e multinacional*** e
institucionalizar o rentismo. Para completar essa obra servil aos ditames do
imperialismo, estão na ordem do dia, atualmente, as reformas política e trabalhista".

Because of the reference to Washington, I can't be absolutely sure whether 'pelo capital financeiro e multinacional' actually refers to 'THE financial and multinational capital (i.e. a reference to THE city of Washington) or simply 'multinational capital' (i.e. a reference to finance).

I tend to go for the second interpretation, BUT:

1. are BOTH interpretations realistically possible?
2. if not, what am I missing out on?

This is so because "capital" in the sense of state capital, city, is a feminine word and "capital" in sense "money" is a masculine word.
Therefore, a reference to "city" would be "pela capital financeira", not "pelo capital financeiro".

it does not refer to Washington in particular as otherwise it would have to read...a capital financeira e multinacional...
In my opinion capital here refers to:
capital/assets/means/stock/holding/resource etc....

Explanation:
Indirectly it is implying it, mostly because of the reference to "Imperialismo".

I know that outside of the US, the influence by American capital/interests is referred to as "Imperialism", probably because the USA has the financial power to be the biggest influence in the world. They also have the world's most sophisticated military force to defend their interests, thus making them "Imperialists" [?]

Strictly speaking, they are refering to foreign capital, in general, in that part of the sentence in question.

Explanation:
From the time of obtaining the power, X went with restrucuting the (national) economy in accordance with interest of large capitals, especially international ones, along the frameworks of neoliberalism. Applies with the readiness to be in consense with Washington (they neam here the whole USA!!!!, not DC!!!!) As was already observed by competent lawers, the general lines of the Constitution of 1988 were re-oriented in order to adapt them to economical reforms dictated by the financial and multinational capital (here the term is used as abstract an image of the whole capitalism) and to institute so-called "rentism" (the ideology basing on the "rentier" (French) idea).

So, the whole idea of text in rather anti-capilatistic. In text of this genus usually:

Washington = USA as the kernel of capitalistis system

Capital = all multinational (and thus modern imperisistic) companies and institutions
an so on...
