To convey the proper meaning, the English needs to be relaxed a little, and a few words need to be added: "The transaction shall be incremented by [an amount equal to] 10% of the [value of the] securities that are liquidated pursuant to the Agreement…")

In other words, the bank is imposing a 10% surcharge on all sales of stocks and/or bonds that are made through it.

NOTE: Here, "liberar" = "settle" (in the economic sense, i.e., "sell" or "liquidate"), "release" (from an obligation), or "decontrol" (prices), but not "liberate" (which would be "libertar" in the Portuguese).

My English is not perfect, but I have worked for Brazilian Banks for almost all my life. Your text means that the company had agreed to invest in the bank 10 per cent of the proceeds of the "Convênio", either as a collateral or as a compensating balance.
