Portuguese term or phrase: Divulgação via C.I. com carácter coercivo p/ os gestores do topo
Another slide re: procurement manual. My question revolves around 'coercivo'. Would that be 'persuasive' or 'using persuasive language'? And are 'gestores do topo' top level managers? While I'm here, can you think of a good translation for 'divulgacao'. All I can think of so far is 'communication' or 'distribution', neither of which is completely satisfactory.

GEstores do topo must be top management, although it is more European than Brazilian. But Coercivo must be "mandatory" unless the writer deviates from the cultivated standard (norma culta), something otherwise referred to as "makes a mistake".
