Explanation: I did a google search and sistema de bandas appears to be a system whereby the price of something is capped and allowed to increase/decrease only at pre-determined intervals. The 'bandas' in question are time brackets. I am only guessing at staggering, meaning allowing carefully monitored gradual change. 1) A splitting up of the market in segments (e.g. subsidized industrial exchange rate for imports, subsidiezed export rate for exports, financial rate)
2) A maximum and minimum rate determined by the Government, under or above which the Central Bank of the country buys or sells currency to avoid sudden fluctuations in the market.
I believe they are referring to the second case.
