price staggering

Explanation:
I did a google search and sistema de bandas appears to be a system whereby the price of something is capped and allowed to increase/decrease only at pre-determined intervals. The 'bandas' in question are time brackets. I am only guessing at staggering, meaning allowing carefully monitored gradual change. Have a look at this: http://jbonline.terra.com.br/arquivo/quarta/09930410.html

collar system

Explanation:
BACEN decided to not intervene any more in the foreign currency exchange...
deregulation / liberation of the exchange rate control performed previously by the collar / band system.

Explanation: the "sistema de bandas" can mean two things:
1) A splitting up of the market in segments (e.g. subsidized industrial exchange rate for imports, subsidiezed export rate for exports, financial rate)
2) A maximum and minimum rate determined by the Government, under or above which the Central Bank of the country buys or sells currency to avoid sudden fluctuations in the market.

I believe they are referring to the second case.
