price staggering Explanation: I did a google search and sistema de bandas appears to be a system whereby the price of something is capped and allowed to increase/decrease only at pre-determined intervals. The 'bandas' in question are time brackets. I am only guessing at staggering, meaning allowing carefully monitored gradual change.
