Portuguese term or phrase: FISCALIZAÇÃO (see context)
Do I really just call is FISCALIZATION?
This is the context, its a whole section of an invitation to tender.

A FISCALIZAÇÃO representará - a CONTRATANTE e terá as atribuições delegadas em ato específico e, ainda, as que se seguem

Explanation:
This term always causes problems. In the context you're translating, the FISCALIZACAO are an independent body - often outside consulting engineers - appointed by the owner/customer to act as technical watchdogs over the main contractor. Their appointment is compulsory in Portugal for major construction contracts.

I'm not aware of a corresponding term in English usage that satisfactorily expresses the range of functions attributed in Portuguese law to the FISCALIZACAO. I've tended to resort to what I've suggested, though I have had customers who have insisted on using "the FISCALIZATION".

Alternatively, you could use FISCALIZATION and explain the term in a short translator's note.

Actually, I gave the text in yesterday using Supervisory Board, which I hope gets the idea accross, but your answer is obviously the right one, and I found it very helpful.

eu acho que vc poderia deixar fiscalization mesmo. Não encontrei nenhuma outra palavra que substitui-se. Talvez, dependendo do resto do texto vc possa incrementar com "fiscalization office/bureau ou outro termo que se encaixe".

(Apart from the tax meaning, there is a juridicial meaning; public prosecutor, district attorney are 'fiscal' also)

As I say, check out Michaelis and then from your context choose(what you give here is very little for such a 'difficult' word; there are no clues, and the sentence with the hyphen is a bit confusing).

I would say some kind of 'official inspection'.

Note that 'fiscalization' is NOT in my Chambers English dictionary.

It's a 'risky' word, given that there is no direct equivalent.

"Oversight"

or, alternatively, "Supervision" or "Monitoring," for the title of the section, and "Oversight Committee," "Supervisory Office," or "Monitoring Office" in the text.

I personally prefer the "Supervision" or "Monitoring" options, both of which convey the proper meaning (i.e., a committee or group whose job is to make sure that the bidder's proposal is being implemented according to plan). However, "Oversight" and "Oversight Committee" are very common terms in such business documents, in spite of the primary meaning of "oversight," i.e., an instance of something forgotten or overlooked.

The definition of what specific type of 'fiscalização" we are talking abount must be somewhere in the document, probably _before_ the spot you mention as context. "Fiscalização" is either the act of inspecting or the persons or office in charge of inspection. "Visita da fiscalização" is a "field audit" by tax or banking inspectors, for example.

I would go for "inspectors" -- but the actual meaning in this case probably can be derived from the recitals clause in the beginning of the text.
