Their "reforms" will institutionalize rent seeking. There may be a better translation but I think this is the idea--not simply leasing real estate or some other good.

You're right - It's about 'rentismo' as a 'capitalist goal'. I can't think of an appropriate term, maybe proft-seeking (not rent-, which in English is always associated with tenancy). Thanks for the help.
