Sounds like the rate of interest on house mortgages but I think there must be another phrase in English.

residential credit

Explanation:
"Interest rates have an immediate and direct effect on both consumer and residential credit."<br><br>

I found a number of using the term "residential credit" and "consumer credit" is a term that one hears regularly.

home mortgage lending

Explanation:
Idea is that raising interest rates affects consumer credit and home purchasing. Home mortgage lending sounds like American English; elsewhere it might be different.

housing credits

Explanation:
This HABITAÇÃO is a general word for housing, not necessarily mortgage.
Moreover, this credit is granted to an invidual not to a company. It serves for buying or building the individual's own home. Thus

"Interest rates have since a direct and heavy effect on consumer and housing credits" should be the best translation.
