"As taxas de juro têm desde logo um efeito directo e pesado, quer, no crédito ao consumo quer no crédito à habitação".
Sounds like the rate of interest on house mortgages but I think there must be another phrase in English.
Explanation: This HABITAÇÃO is a general word for housing, not necessarily mortgage.
Moreover, this credit is granted to an invidual not to a company. It serves for buying or building the individual's own home. Thus
"Interest rates have since a direct and heavy effect on consumer and housing credits" should be the best translation.
